SOI DEVELOPMENT
Section I INTRODUCTION
G-1 BECS SOI
The Signal Operation Instructions (S0I) is a series of orders issued for
technical control and coordination of a command or activity (refer to Appendix
A for a list of Field Manuals describing doctrine).
SOI provides the guidance needed to ensure the speed, simplicity and security
of communications.
SOI provides communications security by limiting and
impairing enemy intelligence collection efforts.
SOI is not designed to nor
capable of providing security of message content.
G-2 PURPOSE OF BECS TO SOI
The BECS is designed to decentralize and automate SOI generation. Generating
and distributing BECS SOI can be done with virtually no dependence on NSA.
The BECS is capable of building a Brigade size SOI in 24 hours.
NSA normally
requires 60-90 days and a manual build normally requires 3-5 days to produce
the same SOI.
BECS can respond quickly to a compromise of SOI in the field or
to rapidly changing force structures.
BECS can regenerate frequencies and
call signs in 2-3 hours (depending on data size). Reproduction and
distribution could be done in 6-8 hours (depending on number of copies
required).
These system capabilities make BECS practical to use for building
SOI for all units.
G-3 COMMAND LEVELS
The various levels of command have different responsibilities during SOI
generation.
The following shows a table of the Command levels, the media used
to transfer data and the function of each level.
